Regardless of whether the child goes on a tourist trip or to study for a long time, he needs permission from his parents. This document may be needed both when obtaining a visa from another state, and at the border in Russia. Step 1
Contact the embassy of the country where your child will receive a visa. Check if they need parental consent with a certified translation to apply for a visa. Some states require parental permission to leave, even if the child is not leaving alone, but with the family.
Step 2
Find a notary who prepares such documents. This can be done by referring to the directory of organizations in your city and finding in it the category "Notary Offices". Their fees are usually not very different, so choose a notary closest to your home.
Step 3
Call the notary's office and make an appointment if possible. It is more convenient than waiting in a live queue - it can take a lot of time to prepare notarial documents.
Step 4
Come to the notary with the child, his documents and the parent who will sign the permit. The exit permit must indicate the country to which the child is traveling.
Step 5
If it is required to obtain a visa, take the permission to the translation agency and order a notarized translation into the required language. It will take several days.
Step 6
If the child's father is not included in the birth certificate, there is no need to issue a permit on his behalf. In this case, a certificate from the registry office at the place of residence that the mother is the only guardian of the child is sufficient. If one of the parents is deprived of parental rights, the situation is similar - a court decision is sufficient.
Step 7
If the second parent retains his rights and is included in the birth certificate, but his whereabouts are unknown, go to court to declare him missing. The court decision can take a long time. To speed up the process, find a lawyer to help you prepare the necessary paperwork. With a court decision, you will be able to take the child out without the permission of the absent parent.
