In cities, especially in metropolitan areas, you can queue up for a place in kindergarten if one of the parents has a permanent local residence permit. In small provincial towns, try to negotiate and you will be put on the queue for temporary registration or at your actual place of residence. The exception is children of military personnel. This category of children is put on the waiting list for a place in a kindergarten at their actual place of residence, regardless of the city and region in which they live.

If you live in a provincial city or rural area, you can contact the administration without a residence permit or with a temporary registration. Most often, parents manage to arrange for their children to be put on the waiting list for a place in kindergarten.
