Step 1
The lack of registration at the actual place of residence cannot be a reason for refusing to register you. You have the right to be observed in the chosen antenatal clinic, and with the specialist whom you consider to be the most qualified.
Step 2
Contact the antenatal clinic with a passport and compulsory health insurance policy. At the time of issuing a medical card, you will be asked for the address - name the one where you actually live.

If you are denied registration, motivated by absence, make an appointment with the head physician. Make a statement in his name in duplicate. In the text, state your request and refer to the law of June 28, 1991 "On health insurance of citizens in the Russian Federation." According to clause 6 of this law, citizens of the Russian Federation have the right to receive medical care throughout the territory of the Russian Federation, regardless of their place of residence.
Step 4
Talk to the head physician - you may not need an official statement. If you do not find understanding, give one copy to the head physician or his secretary. On the second, ask to make a mark on delivery - this will confirm the fact of your appeal.
Step 5
If they refuse to accept your application, it can be sent by registered mail with acknowledgment of receipt. This will save you from unpleasant contacts with the administration of the medical institution.
Step 6
Within a month, your application should be considered and you should receive an official response from the administration of the consultation. The most common motivation for refusal is the overcrowding of the medical institution. You can check if this is correct at the district health department. Check the telephone hotline and call, setting out all the facts you know and referring to the relevant article of the law. Usually such a call helps to close the debate. Having received the appropriate instructions, the administration of the antenatal clinic will contact you independently and invite you to come for registration.
