Step 1
Measures to support large families are regulated by the Decree of the President of the Russian Federation No. 431 of 05.05.1992, there are many of them, but in order to realize the benefits, get the appropriate certificate. The procedure for issuing a certificate is regulated by legislative acts of local authorities.
Step 2
If you are eligible for a document, contact your local social security agency. Check with local authorities whether your family is large or not. The decree takes into account the cultural and demographic characteristics of each region of our country.

If you get a positive answer, start preparing the documents. Find or take new photos of 3 * 4 (2 pcs) of the parent for whom the certificate will be issued. Photocopy the birth certificates of all children. If you have children in custody / guardianship, prepare documents to prove your authority.
Step 4
Take a certificate of living together with children, or prepare a house book. Take a photocopy of the marriage registration certificate (if registered).
Step 5
If you are not registered together with your spouse, you will have to take a certificate from the social protection authorities at the place of residence of your spouse. The certificate must also contain information on the non-issue of this certificate to him / her.
Step 6
Based on the issued certificate, you can apply for a discount on utility services. Contact your local health center for free medicines for children under 6 years of age. Take your children to the city zoo, museums, and other cultural institutions for free. Apply for preferential documents for students of children, giving the right to free travel on intracity transport (except for taxis). Contact an educational institution for free meals for your children, provide the received certificate.
