On January 1, 2006, in accordance with the national project "Health", a program of birth certificates came into effect. The purpose of this document is to increase the interest of medical institutions in providing quality medical care to pregnant women.
The birth certificate enables a woman to fully exercise her right to choose a medical institution and receive qualified and high-quality medical care during pregnancy and childbirth.
On the basis of the generic certificate, payment for obstetrics services is carried out, which are provided by both state and municipal health care institutions licensed to carry out medical activities in the field of work and services in the specialty "obstetrics and gynecology".
A generic certificate is a pink document consisting of 4 parts: a spine, 3 coupons and the certificate itself.
Ticket number 1 (3,000 rubles denomination) is transferred to the antenatal clinic (LCD), in which the expectant mother was observed during pregnancy. Coupon No. 2 (with a face value of 6,000 rubles) remains in the maternity hospital where the woman was giving birth and postnatal care. Ticket No. 3 (with a nominal value of 1,000 rubles) goes to the children's polyclinic, to which the child will be assigned after birth, and which will carry out his dispensary observation during the first year of life.
The certificate itself is given to the woman and is evidence that she has received medical assistance. The certificate indicates the child's height, birth weight, time and place of birth.
The spine is a confirmation of the issuance of the certificate and remains in the medical institution that issued the document.
To obtain a generic certificate, you must present the following documents:
- passport or other identity document;
- insurance policy of compulsory medical insurance;
- insurance certificate of compulsory pension insurance.
The absence of the above documents at the time of issuing a certificate is not a reason for a woman to refuse to issue a document. It is still obliged to issue it, but at the same time indicate in each coupon the reason for the absence of any document. In addition, the absence of the fact of registration at the place of residence does not affect the right to obtain a birth certificate. A woman has the right to seek medical help at any medical institution on the territory of the Russian Federation.
A woman cannot exchange a birth certificate for money, since it is not a financial aid to mothers, but a means of stimulating medical institutions.
