How do you proceed to get things done quickly and without unnecessary delays?

Step 1
First of all, try to convince the father of the children to allow them to change his last name to yours (and possibly to the last name of his stepfather). Written permission will be required, certified by his signature.
Step 2
If the father objects, while fulfilling parental responsibilities in relation to children, you will have to come to terms with the fact that you and your offspring will have different surnames until they come of age.
Step 3
However, if the former spouse evades his parental responsibilities, including the maintenance of children, is deprived of parental rights or is unknown, the procedure for changing the name can be carried out without his consent. To do this, you must apply to the guardianship authorities with an appropriate application.
Step 4
Having received permission, contact the regional registry office. There you will need to provide birth certificates of children, written consent of the father or permission issued by the guardianship authorities, a divorce certificate, your passport, children's passports (if they are already 14 years old) and an application for a name change. The corresponding application forms can be found in the registry office.
Step 5
It will take a month to review the documents. On the appointed day, come to the registry office with your passport. If your children are over 14 years old, their presence and passports will be required. You will be given a certificate of name change. You will also need to change the birth certificates of children - for this you need to submit a separate application.
Step 6
If it is necessary to replace the passport, your child must apply to the passport office with a corresponding statement within a month. It must be accompanied by a certificate of name change, a document certifying the place of residence, 2 photographs and a receipt for payment of the state fee.
