Step 1
It is necessary to prepare documents: the birth certificate of the child and the passport of one of the parents. You have the right to queue up in the area where you actually live (and not by registration). Make copies of the documents - you will probably need them too. If you are eligible for a preferential placement in a kindergarten, prepare documents confirming this.
This way, once you have received your child's birth certificate, you can get on the line and then go to kindergarten.
Step 2
With the package of documents, go to the district department of the education department. Acceptance of documents is carried out several times a week at certain times. You can find out the schedule and phone numbers on the websites (this is either a separate website of the department of education management, or its branch on the website of the city / district administration).
Step 3
Having submitted the necessary documents, you will receive the coveted number (as a rule, it is written in pencil on the back of the birth certificate). This number is your turn for a place in kindergarten.
Every year, at the set time, the so-called re-registration of the queue for kindergarten takes place. Those who have received a ticket are deleted from the general list, the serial numbers in the queue change, you are getting closer and closer to the first rows. Even if you have not re-registered, you will not be removed from the queue. But to personally make sure that everything is going as it should and you are not "forgotten" will not be superfluous.

You can be asked about which kindergarten you want to go to at the first visit to, or they can ask during the next re-registration - closer to the moment of receiving the voucher. If you live in close proximity to the kindergarten you want to get to, you have every chance of getting a ticket to it. But if there are no places, alas, you will have to be content with a remote kindergarten.

With a referral, you must contact the head of the kindergarten, write an application with a request to take the child to the kindergarten. You will need documents: birth certificate, medical certificate, passport of one of the parents. Prepare copies of all documents in advance.

Immediately before entering the kindergarten, the child must undergo a medical examination. This can be done in a children's clinic or in a commercial medical center, if he has a license to conduct the relevant commissions.

And of course, hope for the kindergarten, but don't make a mistake yourself. The opportunity to get into kindergarten may appear later than you would like. Discuss in advance with your family the possibility of keeping the child with them. Often grandmothers retire and are happy to babysit their grandchildren.
