Step 1
Formulate what exactly does not satisfy you in the work of the kindergarten. It depends on which organization you will file a complaint with. This organization usually responds to telephone calls from citizens. But it is still better to submit a complaint in writing, especially if you assume that the case will not be limited to one complaint and you will have to apply to other authorities.
Step 2
If you think that the teacher treats children badly, does not cope with the team, and the regime moments in the group are not fulfilled, try to contact the head first. Talk to other parents and find out if they have complaints as well. If there is, write a collective letter addressed to the manager, briefly and clearly outlining your claims. Such a document is written in free form, but it is necessary to indicate in it to whom the letter is addressed, the full name of the childcare institution, and your contact information. In the letter, as briefly and clearly as possible, state your complaints: what happened, when and with whom.

If you do not get an understanding from the manager, contact your local education department. The text of the complaint can be taken from the letter to the manager, but you must definitely add that you have contacted her, but the situation has not changed. The complaint is written to the head of the education department.

The next instance to which you should contact, if the education department did not help, is the deputy head of the administration for social issues. You can send a complaint by registered mail with notification by regular mail, by e-mail or hand over to the reception of the local administration. Do not forget to attach copies of letters to the head and the education department. You can also make an appointment and state your grievances verbally.
Step 5
An organization such as Rosobrnadzor can also protect your child's rights. It is she who controls the situation in kindergartens. You can contact them by phone, send a certified letter or through the electronic public reception. In the latter case, do not forget to scan the texts of complaints to previous instances and attach them to your appeal.
Step 6
If you notice gross violations of Russian law in the work of the kindergarten, contact the prosecutor's office. At your signal, the prosecutor should conduct a check. If the facts of violation of the law are confirmed, he can also start a judicial procedure.
