On January 1, 2007, a law on additional measures to support families with children came into force in Russia. According to this law, at the birth (adoption) of a second or subsequent child, the family is given maternity (family) capital. Taking over the initiative of the government, most regions adopted their own laws on the support of large families, which involves the issuance of regional maternity capital. The procedure for obtaining these capitals is simple: it is necessary to provide a certain list of documents to the relevant state or municipal authorities.
Maternity capital at the expense of the federal budget
Maternal (family) capital is issued by the Russian Pension Fund at the birth (adoption) of a second or subsequent children. To do this, you must contact the local branch of the foundation at the place of registration, stay or place of residence.
You can get a certificate for the right to issue maternity capital immediately after the birth of a child. To do this, the mother must submit a written application to the local branch of the FIU and attach copies of the birth certificates of the children, her passport and SNILS to it. The Foundation employee reports the date of issue of the certificate. The term of its preparation is about 1 month.
The maternity capital is financed from the federal budget, in 2014 it amounted to 429,408 rubles 50 kopecks. The deadline for filing an application for the issuance of capital is not limited. Most of the capital is received by the mother, but the law provides for the possibility of receiving a cash payment by the father. This is allowed if he is the only legal representative of the children.
It is important to understand that such a certificate is issued to a family only once. If the family capital was previously received for the second child, then at the birth (adoption) of the third, fourth and more children, it is no longer issued. In this case, the family can exercise the right to receive a regional maternity certificate.
Regional maternity capital
Most regions of the Russian Federation supported the government's initiative and adopted laws on regional maternity capital for large families. Such capital is issued in addition to the federal one. The possibilities for its implementation are similar to those of federal capital, but some regions are making their own amendments. For example, in certain areas it is allowed to use funds for the treatment of a child.
The size of the regional capital and the conditions for issuing are established by the local authorities. Therefore, in order to receive payments for regional maternity capital and to clarify its amount, you must contact the local social support authorities. As a rule, detailed information is posted on the official websites of the executive branch.
In most subjects of the Russian Federation, family capital is issued at the birth of a third and (or) subsequent children. The amount of the payment varies from 10 to 409 thousand rubles.
