Order of the Ministry of Health and Social Development of Russia No. 1180n "On approval of the rules for submitting applications for the issuance of a state certificate for maternal (family) capital and the issuance of a state certificate for maternal (family) capital (its duplicate) and the form of a state certificate for maternal (family) capital" was adopted on October 18, 2011 d. makes it possible to submit documents in electronic form via the Internet.
In the order of the Ministry of Health and Social Development dated October 18, 2011 No. 1180n, innovations appeared regarding the form of submission of documents when issuing a certificate. So, in paragraph 4 of Appendix No. 1 to the order it is written that the application and other necessary documents can be sent "to the territorial body of the Pension Fund of the Russian Federation … in the form of electronic documents." This order entered into force in July 2012, when the period of validity of Decree No. 873 of 30.12.2006, which previously regulated the procedure for issuing certificates, expired.
What needs to be done to submit documents
To obtain maternity capital, the following documents are required: an application in the established form, a child's birth certificate, an identity document. To submit papers in electronic form, you must first certify them with an electronic signature (in accordance with the Federal Law dated 06.04.2011 No. 63-FZ), and then use one of the submission methods specified in the order:
- save signed copies of documents on any electronic medium and transfer (personally or through an intermediary) to the nearest branch of the Pension Fund of Russia;
- register and draw up documents in a special section of the EPGU (single portal of public services, website address: www.gosuslugi.ru/).
The appendix to the order also provides for another method of transferring documents in electronic form, which also allows transmission over the Internet.
In order to speed up the consideration of the application and documents submitted in electronic form, the Pension Fund must provide information in advance regarding work activity (place of work, length of service, salary), education. If this is not done, the fund's employees will independently request the necessary information from various authorities, which can take up to 5 days.
Terms of issuing a certificate for maternity capital
The date of registration of electronic documents in the Pension Fund is considered as the date of their receipt. Further consideration and decision making takes place within one month.
According to the Ministry of Telecom and Mass Communications of the Russian Federation, the issue of the possibility of submitting documents for registration of maternity capital in electronic form also on the official website of the Pension Fund of the Russian Federation, as well as reducing the time for consideration of electronic documents to 15 days is being discussed. If adopted, these changes are planned to be introduced by 2016.
