Every spring, another wave of parents clutches their heads in thoughts of what a child needs to enter first grade. Graduation in kindergarten, choosing a school, searching for a suitable school uniform - this is not a complete list of everything that takes parents of tomorrow's first graders. And not the last place on the list is the collection of certificates required for admission to school.
Normative framework
The admission of children to school is regulated by the Order of the Ministry of Education and Science of the Russian Federation of February 15, 2012 N 107. According to this order, in addition to the application for admission, the parents of the child "present the original and a photocopy of the child's birth certificate, the original and a photocopy of the child's registration certificate at the place of residence in the assigned territory ". Educational institutions are not entitled to request other documents. In practice, schools still request an additional medical certificate, but instead of a certificate of registration at the place of residence in many institutions, it is quite enough to provide a regular certificate of family composition. Also, parents have the right to provide additional other documents.
Proof of residence
The priority for admission to a particular school is given to those children who live in the neighborhood to which this school belongs. This is why it is necessary to confirm the child's place of residence. To do this, you need to contact the district passport office and get a certificate of registration at the place of residence or a certificate of family composition - practice shows that different schools have different requirements for the provision of these documents, so before heading to the passport office, it is worth clarifying at school, what kind of document is needed.
The situation is more complicated with those who rent an apartment, having a residence permit in a completely different place. If the child has a certificate of temporary registration (the child is registered in another city), then it is provided. If not, then in this case a lease agreement is suitable, but documents will have to be submitted after August 1, that is, after the school publishes the number of free places left after the recruitment of children registered in this microdistrict.
Foreign citizens, in addition to a temporary registration certificate, submit a document, translated into Russian and notarized, confirming kinship (an analogue of a Russian birth certificate), as well as a document that confirms the right to stay on the territory of the Russian Federation.
Medical certificate
In fact, not a certificate, but a card of form No. 026 / y-2000, established by order of the Ministry of Health of the Russian Federation of 03.07.2000 No. 241 If the child attended kindergarten before school, then this document is already available in the kindergarten in the medical office of a full-time nurse … In this case, the parents need to clarify whether a planned preschool medical examination of the child is carried out in the kindergarten, and if they do, then the parents have nothing to worry about, at the end of the kindergarten visit they will be given a card in their hands. But often in kindergartens, such examinations are not carried out (this applies mainly to commercial kindergartens). If this is the case, then the parents need, by writing an application addressed to the head of the kindergarten, to pick up the card during the medical examination and go with it to the polyclinic at the place of residence to the local pediatrician.
Parents of a child who did not attend kindergarten will have to purchase a medical card form in the prescribed form and go with it to the local pediatrician.
Also, many commercial medical institutions provide services for issuing this type of medical card, which can be useful, for example, to foreign citizens.
