According to statistics, there are about two million adopted children in Russia - children and adults who were once abandoned by their biological parents. The secret of adoption is protected by law, but still, many matured abandoned children are trying to find a mother or father.

Step 1
Read article No. 139 of the Family Code of the Russian Federation, which says about the prohibition on divulging secrets about the adoption of a child and about the criminal prosecution of persons who violated this prohibition or contributed to it. However, the law stipulates that with the consent of the adoptive parents (adoptive parents), the secret of adoption may be disclosed.
Step 2
Try contacting your foster parents for the information you are interested in. Don't slash, try to talk gently and gently with them about where and how you can find your biological mother and father. If this conversation can be very difficult for you and for them, or they have already passed away, apply with a written request to the registry office, in which you were given a birth certificate (original or duplicate).
Step 3
It is likely that the registry office staff will refuse your request, referring both to article No. 139 of the Family Code of the Russian Federation, and to article No. 47 of the Federal Law "On acts of civil status", according to which these bodies are obliged to ensure the secrecy of adoption. Ask the registry office employees to send you a written reasoned refusal in your request. Within a month, they must provide you with it.
Step 4
Take an official refusal and go to court, where they will have to consider your case and decide whether to provide you with information about biological parents or not. Please note: the court may require positive testimonials from your place of work, certificates from the Internal Affairs Directorate, interview neighbors, etc., since matured children sometimes look for their biological father and mother not for the most plausible purposes.
Step 5
You can contact the program "Wait for me", whose employees are engaged in the problems of finding biological parents at the request of children. However, even if your father or mother is found, they may simply not make contact due to shame or resentment.
Step 6
If funds allow, contact a private detective agency, present the detectives with all the documents you have to facilitate the search. Although it is worth noting that private detectives rarely take on adoption cases, since in the process of working on them they have to bypass the law in one way or another.
